Ofgem Carbon Savings Community Obligation (CSCO) Eligibility System
We’ve developed this tool because we needed it to administer the Carbon Saving Communities Obligation (CSCO), under the Energy Companies Obligation (ECO).
While we designed it to assist our administration, we’ve also made it publicly available to help others, such as energy companies, the wider supply chain and consumers.

Eligibility for CSCO may differ and depends on when a measure was/is to be installed. This tool refers to these different time periods as ‘ECO1’, ‘ECO1.2’ and ‘ECO2’. The table below details the time period for each:
|ECO1||01/10/12 to 31/03/14||The ECO scheme first started on 1 January 2013 but measures could be installed from 1 October 2012.|
|ECO1.2||01/04/14 to 31/03/15||The ECO scheme changed in 2014 and introduced more eligible areas for measures installed from April 2014.|
|ECO2||01/04/15 to 31/03/17||
The ECO2 scheme runs from 1 April 2015.
Postcode information has been provided for the ECO2 scheme before the start of the scheme so that installations can be planned in advance of the scheme starting

Energy suppliers obligated under ECO have the option to download a copy of the postcode database for integration with their own systems. This area is password protected, and the account details have been distributed to the energy suppliers.
